Job Accountabilities / Responsibilities
Quality
• Contributing to the development of the Project Execution Plan and ensuring review and issue of the plan well within time.
• Developing the Project Quality Plans as required by Contract and specifications with the relevant entities, departments and subcontractor(s) involved in the Project.
• Liaising with Client/Customer for the approval of the respective Quality Plans.
• Initiating preventive and corrective actions where potential risk to Quality is foreseen or identified.
• Identifying unique requirements (welding sequences etc.) and/or special processes and/or special control and examination required for any specific activities during the execution of the Project. Subsequent documentation of such requirements through addendum to procedures and/or method statements.
• Interacting with all disciplines in each entity throughout the phases of the Project to ensure that quality requirements are met.
• Interfacing with Procurement and Vendor inspections to ensure that Project Quality requirements are defined and documented in the respective request for Quotes (RFQ’s) and Purchase Orders for the major/critical/other equipment packages. Assist in vendor site inspections and audits as deemed appropriate.
• Reviewing vendor documentation to ensure that all quality requirements are understood
• Issuing, follow - up and close out of nonconformance and/or delivery nonconformance (DNC) reports.
• Liaising with the Client appointed classification Society/Authority.
• Scheduling and organizing the necessary internal audits as deemed appropriate of the relevant internal departments, entities and subcontractor(s) involved in the Project and ensuring that any corrective actions required are completed well within time.
• Participating and coordinating any Client/Customer initiated audits.
• Participating in all Project meetings as required by Project Director
HSE
• Lead and drive a common and consistent risk based HSE culture throughout the project.
• Develop and lead implementation of the HSE as required by the Contract and in line with corporate and legislative requirements in relation to project HSE Critical activities (e.g. Engineering, Construction, HUC, Operations, Contractor interfaces);
• Develop an integrated approach to HSE and Hazard & Effects Management across project and contractors
• Support the planning and execution of the internal HSE audit and compliance assurance programs.
• Identifying training requirements (level/type of certification, etc.)
• Identifying Regulatory requirements (state, governmental, national, etc.).
• Assisting with HAZID.
• Reviewing customer HSE documentation as required (Policies, Procedures, etc.) and perform Gap Analysis when required.
• Establish KPI’s relevant to the Project complete with measurement / compliance to the indicators.
• Develop / review / update all HSE Management System documents Monitor for effectiveness and assist in implementation of Project HSE Management Plan.
• Lead Incident investigations and Root Cause Analysis.
• Review / approve Subcontractors and Vendors for project equipment/ services.
• Conduct regular site and location visits/reviews.
• Verifying required HSE reporting to client.
• Participating in HSE Audits as required.
• Capturing Lessons Learned for HSE.
• Ensuring that HSE Project Completion Report has been completed if required.
Job Holder Requirement
Qualifications:
1. Bachelor’s degree in Environmental Science, Engineering, Occupational Health & Safety, or related fields; Master’s degree preferred for complex offshore projects
2 EBOSH International Diploma or OSHA 30 for occupational safety compliance .
ISO 9001/45001 Lead Auditor certification for quality and environmental management systems
3 Fluent English for cross-cultural coordination with global teams; proficiency in Mandarin preferred for local stakeholder engagement
4 Strong negotiation skills to balance client expectations, contractor capabilities, and project constraints .
5 Advanced Excel and financial modeling ability.
6 Excellent reporting and presentation skills.
7 Detail-oriented with a proactive mindset.
8 Willing to transfer internationally and be prepared to spend extended durations at the various contract work sites
Experience
1 10+ years in offshore oil & gas, with 5+ years in QHSE management for EPC projects
2 Managed QHSE compliance for projects valued >$500M USD, including FPSO fabrication, integration, and commissioning
