Job Accountabilities / Responsibilities
•Authorized to provide contract administration for the Project from Contract award to completion of Project Warranty period,will be the designated second deputy to the Project Director
•Interpreting the Contract and assisting the Project Director a in its application.
•Providing input to the project execution plan.
•Coordinating all financial, Contractual and Administrative issues/works related to the Project Responsible for ensuring that the Project Set–up tasks are properly done.
•Reviewing all Project related correspondences received and advising the Project Director of any problem areas together with identification of any changes/additions/deletions to the Contract.
•Ensuring the compilation and review of all invoices for the Project.
•Monitoring Project costs, revenues and progress , preparation of necessary Project reports either on a weekly or monthly or quarterly basis as deemed appropriate or required.
•Evaluating, negotiating and concluding agreement to costs and progress with Client and Subcontractor (s) for changes in contract and subcontract work.
•Organizing and putting in place the Client/Customer required support services.
•Preparing the Cost Breakdown structure and its associated links to the Work Breakdown structure for the necessary supporting backups for Project invoices. Responsible for preparation of the Project specific invoicing procedure for the main contract and respective subcontracts
•Formulating claims including back charges against Subcontractors and Vendors.
•Preparing interim and final contract valuations.
•Coordinating all warranties, performance bonds and insurance and ensuring that they are in place in accordance with the main contract and any subcontract conditions.
•Assisting the Project Director in the preparation of all financial and contractual correspondence.
•Ensuring that clear and accurate records of financial and progress matters, which are not open to misinterpretation, are maintained.
•Monitoring key dates, in particular against dates defined in the main contract and schedule.
•Attending all meetings concerning progress, Technical, Contractual matters, and taking and issuing minutes of such meetings.
•Ensuring that notices and certificates are issued and received in accordance with the Main contract and Subcontracts.
•Re-measuring works and adjusting prices accordingly for contracts awarded on the basis of bills of approximate quantities.
•Preparing of the Project Close-out report.
Job Holder Requirement
Qualifications:
1. Master’s degree in Mechanical/Offshore Engineering or related field; PMP or equivalent certification preferred
2. Native-level English ,excellent written and verbal communication skills in Business English and proficiency in Mandarin
3. Good organizational and leadership skills
4. Familiarity with FIDIC contracts (EPC-specific clauses) and API/ASME standards for offshore projects
5. Conflict resolution and negotiation skills to address subcontractor disputes or scope changes
Experience
1.15+ years in offshore oil & gas, with 5+ years in FPSO/EPC project controls
2.Proven track record in managing >$500M USD projects, including cost recovery and claims management
